What is the difference between householder and full planning permission?

A householder application covers works to an existing single house. A full planning application covers new build dwellings, commercial development, changes of use, and any project that is not covered by the householder application type.

How much does a full planning application cost?

For 1–9 new dwellings, the fee is £610 per dwelling. For 10–50 it is £659 per dwelling. Above 50, the statutory schedule uses a base amount plus a fee for each additional dwelling, subject to a cap. Non-residential development is generally charged by floor area.

A full planning application is required for new dwellings, major changes of use, commercial development and works that do not qualify as a householder application. New-dwelling fees are £610 per unit for 1–9 homes, £659 per unit for 10–50 homes, then use a separate statutory formula above 50.
